Summary:
A Senior EHS Specialist for Pre-Start-Up Safety Review (PSSR) is required to work fulltime onsite for a biopharmaceutical company in West Dublin. The successful candidate will play a critical role in ensuring that its new small molecule manufacturing facility is safe, compliant, and ready for operation.

Responsibilities:

  • Verify that HAZOP/LOPA actions for the equipment and systems are closed to ensure all process hazard actions are completed.
  • Validate that OEL/OEB strategies, containment and LEV systems, closed transfers, PPE selection, and exposure monitoring plans are in place to assure occupational exposure controls.
  •  Check ATEX zoning, ignition source control, grounding and bonding, relief capacity, and segregation of incompatibles to verify facility and area classifications.
  •  Confirm the installation, calibration, and functional testing of reliefs, interlocks, gas detection, scrubbers, fire protection, and ventilation systems to ensure all safety critical systems are compliant.
  •  Confirm that controlled SOPs, permit to work implementation, training completion and records, and human factors such as labels, alarms, and ergonomics are in place to ensure procedures and competency.
  •  Confirm that all items tied to the startup have been closed or risk-justified with interim controls to ensure full change management integration.
  • Review air and Volatile Organic Compounds (VOC) abatement, waste segregation, containment and disposal routes, and wastewater or stormwater permits and monitoring to validate environmental controls.
  • Conduct housekeeping, labelling and LOTO checks, leak and inerting checks, instrument and alarm tests, and define operating limits and enhanced monitoring to execute field walkdown and startup controls.
  • Document open items with compensatory measures, make go/no-go decisions, and plan post-startup reviews and lessons learned to manage deviations and approval.

Qualifications & Experience:

  • Relevant degree required.
  •  Minimum of 5+ years’ professional experience required in Safety, Health and environmental programs with Pre-Startup Safety Review (PSSR) experience.
  •  Minimum of 5 years relevant experience in pharmaceutical manufacturing/cGMP environment is essential, small molecule manufacturing is desirable.
  • Experience working in an ATEX environment is essential.
  •  Knowledge and understanding of Safety, Health & Environment compliance reporting.
  • Have a proactive attitude and the ability to take immediate ownership of safety initiatives.
  •  Project management, LEAN or other organisational qualifications are desirable.
